Sounds like the WIP A Curse Altered by FantasyBladeAncient. Rumplestiltskin learns Belle is alive before the dark curse is cast, causing him to modify the curse so that Regina suffers the worst fate she can imagine: having her memories erased and being best friends with the mayor of Storybrooke, Mary Margaret Nolan! It also has the effect of bringing Emma and Neal to Storybrooke when she's 18.
