According to Kristin Bauer van Straten, the chemistry between Maleficent and Regina was intentionally portrayed to hint at them having a romantic relationship


(I mean, when I googled for a picture, I put their names and it tried to autofill with AO3, so sounds like people were picking up what they put down, haha)

I remember that being the case, implying that they'd had a relationship! I like that Dragon Queen was a purposeful thing since, apparently Swan Queen was just "all in our imaginations, lol." :p
