In The Song In Your Heart, there was a brief second where they talked about writing a song for Belle, but it never happened. In addition, Emilie de Ravin didn't want to sing in the musical because someone in her life always used to tell her she couldn't sing; therefore, she doesn't like it.

Wow… Oh no. I mean, I was curious why she didn’t appear; but, that’s kind of sad.

I agree. She probably has a lovely voice and someone was jealous.
