True North question
Ok this has been bugging me like crazy since True North. Regina knows that no one can leave Storybrook, right. Then why did she tell Emma to take the twins to Boston? Regina had to know that something would happen to Emma's car and that Emma being Emma would call the twins father knowing that once he saw them he would not be able to allow them to end up in foster care.
Why then knowing all of this then why did Regina tell Emma to take the twins to Boston in the first place. Does Regina deep down want the twins to be with their father?

And Regina doesn't know Emma is Snow's daughter and it is my (and I think her, meaning Regina)understanding that only the fairy tale characters cant' leave, which would explain why she thought Emma could go.
But doesn't explain why she thought the twins could as they were fairy tale characters.

I really don't think she was secretly wanting the family back together. Even if she didn't already dislike them for turning her down in FTL, the dad not wanting to claim them goes against her "you don't abandon family" reasoning in the Hatter's episode so I doubt she was secretly on his side.

She had Sidney dig up all that dirt on Emma so had to know she'd be horrified at putting the kids into a state foster home. (Also, perhaps a subtle reminder of what could have happened to Henry if Regina hadn't adopted him? Surely Emma wouldn't have wanted that for him, etc).
It also makes me wonder if children are exempt from the curse, but as they don't age they never get old enough to be allowed to leave on their own? I know Regina IS evil and that is rooted in bb!Snow as we now know, but I can't see her outright not caring if children die, not with her over-attachment to Henry and attempts to have those kids stay with her, etc. She clearly craves a family and it doesn't fit that she would harm them.
Also, I know the show didn't go with that opening, but in Hansel and Gretl they're left in the woods because their parents can no longer afford to feed them (surprised the show didn't go that dark, tbh). So the dad of the year schtick with not!Krycek isn't set in stone for me.

However, I'm not completely sold on that, I admit. It seems to slip-shod, like leaving too much up to chance (after all, Ashley wasn't severely injured). Then again, that did seem to be her tactic with Kathryn, so maybe that was the plan.

I'm sure she thought that they would be killed or injured and that she could pin the blame on Emma. At the very least Emma would lose her position as sheriff, and, if Regina was lucky, Emma would be killed or injured herself. (And she would definitely have no trouble harming children considering she sent several of them to their deaths in FTL.)

About the kids, though, as per Henry and Henry's explanation, they're allowed to leave given that it's certain they'll have to return. Henry left, but he was never going to hop a bus to Vegas and set up camp starring with Sigfried and Roy.
Regina's ploy was all against Emma, a way to remind Emma exactly who's boss.
"You might be making friends here and you might be the sheriff, you might even be winning my son's heart, but I own you and you will do what I say. Look at me, I can make you do the very thing that hurts you, Miss Swan, breaking promises to little kids and abandoning them to a harsh foster system. I'm making you the bad guy in all of this, forcing you to do the dirty work whilst admitting that there is nothing. you. can. do. There is no good guy, no one to save these kids. I'm forcing you to do the one thing that will make my son's admiration of you falter. And you can't stop me, all you can do is smile through your teeth and say 'yes, Madam Mayor' and obey. So DANCE, PUPPET, DANCE!"
