True North question

Ok this has been bugging me like crazy since True North. Regina knows that no one can leave Storybrook, right. Then why did she tell Emma to take the twins to Boston? Regina had to know that something would happen to Emma's car and that Emma being Emma would call the twins father knowing that once he saw them he would not be able to allow them to end up in foster care.
Why then knowing all of this then why did Regina tell Emma to take the twins to Boston in the first place. Does Regina deep down want the twins to be with their father?

Heh, normally I'd agree with you, but if it's a plothole, it's a plothole they've repeated three times (for the twins, for Gold and the nuns, and then with Mary Margaret). I'm really really hoping the writers are better than that! *g*
